Senior Economic Strategist :

Tracy Buckley, CEcD

Tracy has more than 17 years of technical training and measured success in the economic development industry. Skilled in commercial and residential real estate development practices, placed based neighborhood strategies, and revolving loan funds that are centered around New Market Tax Credit census tracts.


In her role with Lewis Massey Associates, she is charged with creating a framework for economic prosperity. This is done by assisting new and existing businesses in their retention and expansion efforts, creating economic impact analysis' and building community engagement strategies that are fair and equitable. By doing this, businesses and community stakeholders are able to cohesively market their attributes and services in an effort to recruit new businesses and industries.


Tracy holds a Master of Arts Degree in City and Regional Planning along with an undergraduate degree in Business Administration, both from the University of Memphis. She has a Certified Economic Development (CEcD) designation from the International Economic Development Council (IEDC) and is a graduate of the Barrett School of Banking.  She also holds multiple certifications from Neighborworks.

Qubbie Massey Jr. is responsbile for project, content and investment porfolio management for Lewis Massey Associates.

In addition to project management, Qubbie also assist clients with webpage design, videos and graphics .


Qubbie holds license in residential contracting. 



Founder & President:

Joann L. Massey, MBA, CCA, ECED

Joann has more than 19 years of progressive economic development experience at the state, regional and local levels. She has served in positions of leadership for public and private sector business, inclusion and policy development activites. She has a disciplined, data-driven approach along with the interpersonal skills to navigate across political and social lines. 


Joann successfully managed to secure over 300 million dollars in investment for municipalities through new business and expansions. She has been recognized as a thought leader and subject matter expert in the areas of leadership, economic development, equity and inclusion strategies. 


Joann holds certifications in Economic Development from Harvard Kennedy School's Executive Education Program and Contract Compliance Administration (CCA) from Morgan State University through the American Contract Compliance Association of which she also services as the TN State Coordinator. She holds a Master of Business Administration with a concentration in Financial Management from Benedictine University where she graduated summa cum laude and a dual undergraduate degree in Business Administration and Finance from LeMoyne-Owen College.
